After several times of asking the writer to review the paper and reference appropriately. I did not see any changes, the writer keep sending same thing.

This paper is not even coherent. There were multiple grammatical and spelling errors. It's as if the writer was deliberately trying to write gibberish.

I sent him direct and precise instructions to follow and he replied with a confirmation.. nothing was changed nor followed. I dont know if you can let another writer revise this paper if possible.

The paper I received needed quite a bit of correction and the wording was sometimes akward--not words or sentences your average English speaking person would use.
