I have to be honest, even though the writers creative capabilities are outstanding. He had many errors when following instructions. those provided in order details and those by messages. I gave the writer 5 out of 10 because he did correct the essay multiple times during the re-write but it was frustrating because when he corrected one aspect he missed something else.

The paper had a couple of issues. Some grammatical mistakes and some logical issues. Some arguments didn't make total sense.

I AM SO HIGHLY DISAPPOINTED AFTER THIS SO LONG WAIT. i told you to use the formulas which you did not, also told you has to be 8 screenchorts with the slides of design graphics apply the 7 by 7 rules, still not in it..... I  SHOULD HAVE FOLLOW MY INSTINCT since you've been prolonging it.......

The answer did not include planning cost management, estimating costs, and determining the budget as I requested. It has only the % that I gave as an example. I was expecting to have the budget size at least.

I discussed revision was needed to be made. Writer did not have a good understanding of the assignment in the beginning. I specifically told her that if she did not understand I would reassign the assignment. She assured me she understood. Revisions were made and came back to me 5 mins before the time it was due and it still needed corrections after I explained what was needed. By this time it was to late.

You need to pay attention when you put running head. my running head on my paper was totally out of alignment.
